Pol. Maj. Gen. Surin Palare, Secretary-General of the Central Islamic Council of Thailand, together with Dr. Muhammad-Amin Jehnu, Director of the Halal Standard Institute of Thailand, signed a cooperation agreement with the Saudi Halal Center (SHC) and Elm Company during the MIHAS 2026 event in Malaysia on September 25, 2026.
The signing ceremony was honored by the presence of the Ambassador of the Kingdom of Saudi Arabia to Malaysia and the Saudi Commercial Attaché to Malaysia, alongside the Chairman and executives of the Saudi Halal Center (SHC), who served as witnesses.
Elm Company is one of the largest information technology companies and a key player in the Middle East. As a Saudi technology firm, it plays a pivotal role in developing the nation's digital infrastructure and systems—including those related to Hajj and Umrah operations, such as Masar and Nusuk, as well as digital systems across various other sectors.
On the Thai side, Firstcom—a technology partner responsible for developing systems for the Central Islamic Council of Thailand—participated in fostering this collaboration, focusing on two key initiatives:
1. Global Halal Hub
Developing digital systems to link Halal-related data and processes among relevant agencies, facilitating the verification of information and Halal certification procedures, and reducing redundancy. ...and facilitate Thai entrepreneurs in exporting goods to Saudi Arabia, the Middle East, and other Muslim nations.
2. Global Halal Academy
Developing Halal-related knowledge and platforms to foster the capacity of personnel, auditors, entrepreneurs, and relevant agencies, ensuring they possess knowledge and adhere to standards that align with international benchmarks.
This collaboration marks a significant milestone in linking Halal standards, digital technology, and the global Halal market between Thailand and the Kingdom of Saudi Arabia. It aims to expedite Halal certification and inspection processes, reduce redundancy, and facilitate Thai entrepreneurs' access to markets in Saudi Arabia, the Middle East, and Muslim countries worldwide.
